Pinner Conservation Areas Supplementary Planning Document (SPD)

The Council is about to start work on a conservation policy document for Pinner and its twelve conservation areas. The forthcoming document will provide a strategic overview of conservation issues affecting Pinner, as well as provide policies and guidance that help to preserve and enhance the history of the area. An individual conservation area appraisal and management strategy will be prepared for each of the twelve conservation areas, to represent each area, will accompany this overarching SPD to help support and inform its policies. Each conservation area appraisal will analyse the unique characteristics and special interest features, while the linked management strategy will identify proposals and plans to preserve or enhance these qualities.

The Pinner Conservation Areas SPD, will consist of the following twelve area specific appraisals and management strategies.  The twelve character appraisal and management strategies are in varying stages of development, as detailed below:

  • Rayners Lane - character appraisal and management strategy adopted in April 2006.  Document to be included in overarching SPD.
  • Eastcote Village - character appraisal and management strategy adopted in December 2006. Document to be included in overarching SPD.
  • Waxwell Lane - consulted, but yet to be adopted.
  • Waxwell Close - consulted, but yet to be adopted.
  • Pinner High Street - consulted, but yet to be adopted.
  • Tookes Green - forthcoming consultation in 2009.
  • Pinnerwood Park Estate - forthcoming consultation in 2009.
  • Pinner Hill Estate  - forthcoming consultation in 2009.
  • Pinner Wood Farm - forthcoming consultation in 2009.
  • Moss Lane - initial draft character appraisal and management strategy currently being consulted on 16 October to 13 November 2008.
  • West Towers - initial draft character appraisal and management strategy currently being consulted on 16 October to 13 November 2008.
  • East End Farm - initial draft character appraisal and management strategy currently being consulted on 16 October to 13 November2008.

Public Consultation - Pinner's Conservation Area Appraisals and Management Strategies

Each supporting SPD draft document (identified above) will be subject to an initial round of public consultation, to encourage early involvement of residents and local interest groups in the SPD process. These supporting SPD documents will then be revised to reflect the views of the community and will be incorporated, as an appendix, within the final the Pinner Conservation Area’s SPD. Once all  twelve conservation area character appraisals and management strategies have been consulted on, they will all be subject to further public consultation as part of the overarching Pinner SPD.  The Council expects to consult on the final draft Pinner SPD later in 2009.

From 16th October to 13th November 2008, the Council is consulting on the Moss Lane, East End Farm and West Towers initial  draft conservation character area appraisals and management strategies, subject to the formal public consultation early in 2009.  Your early comments and observations are welcomed. 

Please follow the directions detailed to make your comments via this consultation portal, or contact the Council to request a copy of the consultation questionnaire.

How to View Consultation Documents

To view the proposed consultation documents, you must first click on (select) the relevant document from the list in the table below. Once you have selected the document you wish to comment on, the structure of the document will be visible to the left hand side of the screen.  From there you will need to select the relevant section of the document and click on it to be able to see all paragraphs and polices that are available for comment. Areas within the document that you can make comment on are identified by a speech bubble, which is located next to the relevant section of the document structure (to the left of the screen).

Please note: If you are using Internet Explorer, it may be necessary to scroll down the page in order to view the text in some sections of the Plan, which will appear below the contents listed on the left hand side of the screen.

How to Add a Comment

To comment on a section of the text, click on the 'Add Comments' tab for that particular paragraph or policy and fill in the form appropriately, being certain to state whether you agree or disagree with the question.

Please note: To make a comment you need to initially register, once registered you will need to login each time to make comments on a consultation document. When submitting a comment, please ensure that you select the 'Add Comments' tab just above the wording you wish to comment on, otherwise your response will be tied to the wrong part of text/document. The system allows you to save your comments in draft, so you can review and revise your comments before submitting your final response.

If you would like to view what others have commented on, click on 'Who Said What?' in the top right hand corner of this page.  This allows you to search for comments made by specific Consultees and Agents as well as allowing you to view a list of all comments made to date. 

If you are Acting as an Agent

If you have signed up to this site as an agent you will be unable to add a comment until you have added a Consultee onto your account. In order to do this, click on the 'Consultee' tab on the left side of this screen.  From here you will be able to add a profile for the person you will be representing by left clicking on the 'Add Consultee' tab.  Once you have done this, be sure to select them on the Consultee page by clicking the grey circle to the right of their name. You can now add a comment on their behalf.

How to Register

You must be registered or logged on to participate in all consultation events.  To register, click on the 'Register' link within the 'Login' section on the left-hand side of the screen.

PLEASE NOTE: Ensure that you supply a correct and active email address when signing up. After finishing the registration process you will be sent an activation email.  In order to activate your account you will need to click on the link within that email.  The username and password you have provided will not work until this is done.

Once registered, you will be able to view and comment on the proposed wording of planning documents open for consultation.

Hard copies of all planning documents will be available for viewing at all local libraries and in the planning reception at the Civic Centre. Additionally, you can download all consultation documents in pdf format from the relevant section of this portal.
